Carrollton New Fence Permits: Plans, Fee and CityServe

Carrollton, TX / Fence permit planning

Ordinary new single-family/duplex fence application planning in the City of Carrollton. Chapter 154's new-work permit duty is distinct from defined repair; no repair exemption or permission at the exactly-twenty-foot endpoint is established, and numerical front/key-lot layouts and opacity permission remain excluded because section 154.10(B) and Figure 2 conflict. Interior side/rear guidance remains subject to section 154.12 measurement, zoning/PD, sight distance and special conditions. The official code coverage used here extends through September 2026, not an exhaustive later-law check or parcel determination. Pool barriers, powered gates, retaining work, drainage/floodways and city easements need applicable review.

A covered new single-family or duplex fence in Carrollton needs a permit before construction. Prepare the required plot plan or survey and fence design details, apply through CityServe and arrange the required fence final. The posted $50 fence fee is used as the application fee under the city's lower-cost permit rule; it is not $50 plus a generic $125 application charge. Carrollton Chapter 154 fence code; Carrollton fence submittal requirements; Carrollton posted Building Inspection fees.

This guide covers new-fence applications and qualified interior side/rear planning, not repair exemptions or a numerical front/key-lot design. A real conflict between the front/key-lot text and illustration remains unresolved. Ask the city to resolve that layout before selecting a design. Use the Carrollton contractor directory after assigning those tasks in the written scope.

Quick reference

QuestionSource-checked answer
Does a short new fence need a permit?Chapter 154 requires a permit for covered new fencing. The defined-repair exception is not an exemption for a short new fence, and this guide grants no repair-length or replacement exemption. Carrollton Chapter 154 fence code; Carrollton residential fence guidance
Actual new-fence submittalSubmit the required plot plan or survey showing the proposed fence, plus drawings or a detailed design description. The city's satellite-image alternative is specifically for replacement on an interior lot, not a blanket new-fence substitute. Carrollton fence submittal requirements
Fence application fee calculationThe posted fence permit fee is $50. For a permit below $125, the city charges that permit fee as the nonrefundable application fee; do not add $125 and quote $175. Separate scope and card charges can affect the invoice. Carrollton posted Building Inspection fees; Carrollton code fee schedule
Interior side/rear baselineFor single-family/duplex work, 154.10(A) generally limits side/rear fence height to eight feet. Section 154.12 measurement, zoning/PD, visibility, screening walls and special placement still govern the proposed installation. Carrollton Chapter 154 fence code
Height measurement has distinct casesSection 154.12 uses finished grade for the general fence body and separately addresses posts/columns, retaining walls and slopes relative to the main building. Its retaining-wall illustration is not a universal sloping-ground measurement rule. Carrollton Chapter 154 fence code
Contractor and owner rolesFence contractors register and renew annually under 154.07; property owners are not required to register under that provision. An owner registration exception or a zero-dollar contractor registration row does not waive a fence permit. Carrollton Chapter 154 fence code; Carrollton code fee schedule
Apply and complete the fence finalUse CityServe for the application, documents, payment/status and inspection functions. Obtain required issued approval and arrange the fence final described by the department; submission or payment is not permit issuance. Front/key-lot limit of this guideSection 154.10(B) and Figure 2 give conflicting front/key-lot instructions. This guide supplies no numerical layout, solid-front permission or opacity-equality approval for those locations; obtain the city's controlling interpretation. Confirm Carrollton authority and the proposed scope

Start with Planning Maps and GIS, which provides the actual city-map and planning/zoning-map index. A postal city or a directory's single county label is not a jurisdiction decision. The map resource disclaims completeness and accuracy; it is not a survey, private-title clearance or permission to use an easement. Carrollton Planning Maps and GIS.

Use the zoning ordinance directory and Planning to establish the district, overlay and any PD ordinance. Chapter 154 and zoning interact: the more restrictive provisions apply as specified, and a PD can control the applicable requirements. This guide does not certify an individual parcel or a guessed universal setback. Carrollton current zoning ordinance directory; Carrollton Chapter 154 fence code.

Chapter 154 applies to more than one land-use category, while its ordinary residential height section specifically concerns single-family and duplex properties. Do not extend that section to multifamily or commercial construction. A short new fence also cannot borrow the exception defined for repairs to an existing fence. Carrollton Chapter 154 fence code.

Submit the documents required for new work

The city's Fences and Retaining Walls submittal section calls for a plot plan or survey showing the proposed fence, with drawings or a detailed design description. Show the intended runs, height, materials and gates clearly enough to relate the design to the lot and any special conditions. Confirm which existing plan documents are acceptable rather than assume every project needs a newly commissioned survey. Carrollton fence submittal requirements.

There is a narrower satellite-image option for replacement on an interior lot. Do not generalize it into permission to submit only an aerial highlight for a new fence or for every lot configuration. Likewise, a fence-only application should not be padded with a new-house HVAC or truss package. The actual fence checklist, not unrelated building submittals, is the starting point. Carrollton fence submittal requirements.

If a fence is on or through a permitted retaining wall, the city identifies professional-engineer approval of the design or modification. Retaining walls also have their own survey, sealed-design and inspection arrangements. These are special scopes, not a reason to impose retaining-wall engineering or its inspection substitution on every ordinary fence. Pool barriers and powered gates need their applicable safety and trade review; no barrier opening, latch, electrical or wall design is supplied here. Carrollton fence submittal requirements; Carrollton adopted codes directory.

Interior side/rear height still needs the correct measurement

Section 154.10(A) generally sets an eight-foot maximum in the single-family/duplex side/rear scope. That is not a permit trigger or blanket permission for every street-side line. Section 154.12 distinguishes the fence body, decorative/post or column projections, retaining walls and slopes. Show the relevant grades instead of assuming the manufacturer's panel size determines the installed height. Carrollton Chapter 154 fence code.

The general body reference is finished grade. The retaining-wall case uses the highest ground, while the separate sloping-ground clause distinguishes adjacent grade above the building foundation from grade below it, with the latter referring to the main structure's finished-floor elevation. Do not replace those distinct clauses with a neighboring city's universal low-side rule, or use a retaining-wall drawing for every slope. Artificial berming is not an automatic height allowance. Carrollton Chapter 154 fence code.

Materials have their own residential table. A generic definition of metal does not authorize corrugated residential panels. Chain-link treatment is limited to its stated replacement/interior-lot-line cases, not unrestricted approval for every new boundary. Section 154.14 also contains a cedar-post alternative and qualified steel provisions; the code is not accurately summarized as universal metal-only posts. This article does not reproduce a structural post-spacing or footing design. Carrollton Chapter 154 fence code.

Front/key-lot and traffic questions stay with the city

Section 154.10(B) and Figure 2 do not provide a consistent front/key-lot layout: their opacity and placement instructions differ, and they use different reference features. We supply no numerical front-yard allowance, solid-front permission or equality interpretation from those conflicting materials. Do not combine a curb dimension, property-line phrase and zoning setback into a new rule, or redraw the image so that it appears to resolve the conflict. Ask for the city's controlling current interpretation on the proposed plan. Carrollton Chapter 154 fence code; Carrollton Chapter 154 Figure 2.

Traffic visibility is separately regulated by sections 53.40-53.48 for the stated intersections of streets, alleys and public driveways. Its sight-distance framework uses General Design Standards and Director interpretation, not a universal corner triangle or a calculator based only on the posted speed. Keep sight lines open and obtain the applicable review for the actual geometry. Carrollton traffic sight-distance provisions.

Also identify screening-wall transitions, city rights-of-way/easements, drainage, floodways and utility or hydrant access. A map, HOA consent or an existing fence does not replace the specified city authorization. Street-facing finish provisions have an arterial-street scope and a reviewed concealed-construction exception; they should not be expanded to every fence section without checking the actual code. Carrollton Chapter 154 fence code.

Apply in CityServe and calculate the fee correctly

Use the official CityServe entry for applications, documents, registration, payment/status and inspection functions. Fence contractors register and renew annually under 154.07; property owners are not required to register under that provision. A registration exception is not a project-permit exception, and a zero-dollar contractor registration row is not a free fence permit. No homestead condition from another city's rule is imported here. Carrollton CityServe; Carrollton Chapter 154 fence code; Carrollton code fee schedule.

The posted fees and code fee row agree on $50 for a fence. The city says that where the permit costs less than $125, its permit fee is the nonrefundable application fee. Thus, the generic application amount is not an additional $125 to add to the fence row. Application payment precedes review; any required balance precedes issuance. Card convenience charges, extra scope or a verified location-specific waiver can affect the actual invoice. Carrollton posted Building Inspection fees; Carrollton code fee schedule.

Complete the application, provide the required documents and respond to corrections. Wait for the required issued approval, build to its conditions and request the fence final described in the department guidance. There is no guaranteed review duration or inspection count in this guide. Carrollton CityServe; Carrollton residential fence guidance.

Existing-fence exemptions are not decided here

The repair definition and the department's maintenance summary differ at an exact length endpoint. Short-repair provisions do not exempt short new construction, and no permit-free replacement is established here. Give the city the actual existing-fence scope if the project is not new work.
