Plano, TX / Fence permit planning

City of Plano residential fence planning based on the city's August 2025 requirements packet and January 2026 fee schedule. District-specific zoning, corner visibility, pools, masonry and private restrictions need project-specific confirmation; this guide does not cover every municipal-code requirement.

Sources and scope checked .

Plano's residential fence packet provides a limited repair exemption: work must not exceed 25% of the existing fence's area in a 12-month period. A full replacement is not that exemption. The packet lists an 8-foot general maximum and a 40-inch, at-least-50%-open required front-yard limit. The current fee schedule lists a $75 residential fence/retaining-wall charge, including its $10 day-laborer component. For a project governed by the City of Plano, use this guide to define the application and inspection scope before comparing Plano fence contractors. Material buyers can use the existing Plano fence supplier directory. These commercial directories do not issue permits or establish the legal boundary.

Quick reference

QuestionSource-checked answer
Repair exceptionThe city packet exempts repairs to existing fences not exceeding 25% of fence area in a 12-month period. This is an area-and-time test, not a blanket exemption for replacing an entire fence. Plano residential fence permit requirements
General height rulesThe packet lists an 8-foot general maximum. In the required front yard it lists 40 inches and at least 50% openness. District-specific rules, corner visibility and pool conditions still require checking. Plano residential fence permit requirements
Listed residential feeThe schedule effective January 2, 2026 lists $65 for the residential fence/retaining-wall permit plus a $10 day-laborer fee, totaling $75. Other applicable services or inspections can add charges. Plano Building Inspections fee schedule
Alley and rolling gatesSliding gates belong inside the fence line, not on the alley side. Fences and gates may not encroach into city right-of-way. Rolling-gate layouts also need the packet's trash-service access arrangement. Plano residential fence permit requirements
Plans and inspectionsSubmit a site plan and fence elevations, with footing/structural details where applicable. The packet calls for a final fence inspection and a footing inspection when applicable; the permit holder requests them. Plano residential fence permit requirements

Repair versus a full replacement

The packet's exemption uses area, not simply the number of posts, a contractor's invoice total or a percentage of the property's perimeter. It also uses a 12-month period, not a fresh allowance every time an installer visits. Record the existing fence dimensions, previous repair dates and proposed work before asking Building Inspections whether the exception applies. Plano residential fence permit requirements.

Replacing a short damaged section and rebuilding all sides of the yard are different scopes. Do not split one replacement into a series of small invoices and assume each is independently exempt. Where fence heights vary or multiple sides have already been repaired, ask the city how it measures the relevant area. The packet does not supply a universal calculator for every mixed-height layout.

Put the work in writing: fence runs, heights, materials, posts, rails, gates, columns, demolition and any retaining work. Even when a repair does not require a permit, that is not permission to block an alley, ignore a pool barrier or violate private restrictions. The city packet expressly directs applicants to check HOA/deed requirements. Plano residential fence permit requirements.

The front-yard limit is 40 inches, not four feet

The general front-yard figure in the packet is 40 inches, with at least 50% openness. Four feet is 48 inches, so rounding the rule to "four feet" changes it materially. Establish the required front yard and applicable zoning district before choosing a product. The packet specifically directs Estate Development and General Residential properties to their zoning provisions. Plano residential fence permit requirements.

Its general maximum is 8 feet, but corner visibility and other site conditions remain separate. A corner lot with two front yards is not necessarily treated like a standard interior lot. The packet distinguishes alley/street intersections, street/street intersections and the second front yard of certain corner lots. Use the appropriate diagram rather than copying one visibility triangle for every corner. Plano residential fence permit requirements.

This guide does not independently resolve every planned-development condition or current zoning amendment. Give the city the property's address, survey and proposed fence line so it can confirm which provisions govern the actual parcel.

Rolling gates, alley access and parallel fences

Sliding gates must sit inside the fence line, not on the alley side, and fences/gates cannot encroach into city right-of-way. For a rolling gate, the packet also shows a trash-service access pad arrangement in Diagram D. A drawing that shows only the gate opening omits an important part of that review. Plano residential fence permit requirements.

The packet illustrates a 10-by-4-foot service space or two 5-by-4-foot spaces, set back 4 feet from the alley edge. Confirm the applicable layout with the city and show it on the plan; this is not a general four-foot setback for every fence run. Plano residential fence permit requirements.

Building a second fence next to an existing one also needs attention. The packet cites removal of an existing same-lot fence when a new parallel fence is within 3 feet, and Diagram E addresses a retained shared fence with a maintenance separation. Do not remove a shared fence merely because a new quote assumes demolition; settle ownership, the approved layout and any neighbor agreement first. Plano residential fence permit requirements.

Masonry, footings and the application packet

The city asks for a site plan showing fence locations and fence elevations. Masonry fences or masonry columns also need footing information. Its packet contains professional-certification requirements and a city-approved standard detail that may be used in place of engineering requirements where applicable. Do not assume either that every project needs a new engineer's drawing or that the standard detail fits every wall. Have Building Inspections confirm the correct path. Plano residential fence permit requirements.

  1. Confirm the parcel is governed by Plano and identify its zoning and required yards.
  2. Mark the full proposed fence, gates, existing fences and relevant site features on the survey/site plan.
  3. Add elevations and any required footing, masonry or retaining-wall details.
  4. Complete the city's fence checklist, including pool/spa, corner-lot, shared-fence and front-building-line questions.
  5. Contact Building Inspections at 972-941-7140 or use the official building-permits entry page for the current submission route.
  6. Obtain required approval and request the applicable footing and final fence inspections.

Follow the official packet and confirm the current submission route with Building Inspections. Complete online application instructions were unavailable at review, so ask staff for the current steps rather than relying on a saved portal sequence. No approval time is guaranteed.

What does the Plano fence permit cost?

Ordinance 2025-11-4 took effect January 2, 2026. Its residential fence/retaining-wall row shows $65 plus a $10 day-laborer fee, totaling $75. The commercial row is separate. Other applicable work, registration or reinspection charges can change the overall project cost; the listed residential row is not an all-inclusive contractor invoice. A permit holder remains responsible for requesting required inspections; "permit included" should not mean only that an application was filed. Plano residential fence permit requirements.

The DFW fence permit comparison explains the jurisdiction differences. Nearby Dallas and Flower Mound have their own reviewed guides; their exemptions do not govern Plano.

Frequently Asked Questions

Is replacing a few pickets automatically permit-free in Plano?

The packet's test is repairs not exceeding 25% of fence area in a 12-month period. It is not Flower Mound's same-material, size and height picket exception. Describe the cumulative work and ask Plano to resolve uncertain cases. Plano residential fence permit requirements.

Is the front-yard maximum four feet?

The packet says 40 inches and at least 50% open in the required front yard. Confirm zoning and any special site conditions; do not round 40 inches up to 48. Plano residential fence permit requirements.

Does an eight-foot fence still need inspections?

The packet's permit process calls for a final fence inspection and a footing inspection where applicable. An allowable height is not an inspection exemption. Confirm the required sequence for your approved scope. Plano residential fence permit requirements.
