Quick reference

QuestionSource-checked answer

General height limitsThe town packet generally limits required front-yard fences to 4 feet and side/rear fences to 8 feet above adjacent grade. Agricultural districts and a key lot's additional front yard have specific exceptions. Flower Mound Fence and Wall Information Packet
Listed permit feeThe current fee schedule lists $70 for a fence permit. Registration, drainage, reinspection or other applicable charges are separate; $70 is not a guaranteed all-in project fee. Flower Mound Building Inspections fee schedule
Who appliesWhen someone other than the homeowner constructs the fence, that contractor must apply and be registered with the town. Owner-builders must provide the packet's homeowner registration and identity/homestead documentation. Flower Mound Fence and Wall Information Packet
Columns and wallsConcrete or stone columns require stamped engineered pier and column plans. Retaining walls and subdivision screening walls have their own permit types and requirements; they are not ordinary residential fence applications. Flower Mound Fence and Wall Information Packet

Repair, replacement or a new fence?

The most useful first question is what will actually be removed and rebuilt. The town's packet covers new fencing and work on existing fences. Its stated exemption is replacement of pickets with the same material, size and height. It does not describe a general exemption for replacing posts, rebuilding an entire fence or changing materials. Flower Mound Fence and Wall Information Packet.

For example, replacing damaged pickets with matching pickets is the packet's exempt case. Replacing a wood fence with iron changes the material and is not that exception. A scope that also changes posts or rails should be checked as existing-fence work, not described merely as a picket repair to avoid review. Give the town the complete scope when asking for a determination.

Ask the installer to put those distinctions in the quote: footage, material, height, posts, rails, gates, demolition and any columns or walls. Photos help explain the existing condition, but a photograph alone is not a site plan or confirmation of a legal boundary.

How high can the fence be?

The packet's general residential placement rules are 4 feet above adjacent grade in a required front yard and 8 feet for side/rear fencing. Those are not universal rules for every frontage. Agricultural districts and key lots have specific provisions, and other property conditions can affect the allowed design. Flower Mound Fence and Wall Information Packet.

A key lot is described in the packet as a lot platted with two front yards. In the additional required front yard, an 8-foot fence must be at least 10 feet back from the property line; within the first 10 feet, the limit is 4 feet. Establish which yard the town considers the additional front yard before using that exception. Flower Mound Fence and Wall Information Packet.

Street intersections also have visibility requirements. The packet distinguishes residential intersections from collector/arterial intersections. Rather than choosing a fence line from a generic setback diagram, show the streets, lot lines and proposed runs on the plan and ask which visibility area applies. Flower Mound Fence and Wall Information Packet.

Special frontage and columns change the scope

Do not apply the packet's detailed perimeter-fence specification to every backyard. Its perimeter category is tied to arterial or collector roads and has its own definition and exclusions. Likewise, fencing beside dedicated parks, trails or open space has special material and design provisions. Identify that frontage before ordering a standard privacy-fence package. Flower Mound Fence and Wall Information Packet.

Concrete or stone columns require stamped engineered pier and column design. A retaining wall or subdivision screening wall is not simply a fence with a different finish: the packet directs applicants to separate permit types and requires engineered design for those wall permits. Choosing the wrong permit type can require a new application. Flower Mound Fence and Wall Information Packet.

For a pool enclosure, use the packet's separate pool-barrier section and have the town review the actual gate, latch, opening and clearance details. Our pool fence requirements guide is background reading, not a substitute for Flower Mound's project review.

Who applies and what documents are needed?

When a contractor constructs the fence, the town says the contractor must apply and be registered as a general contractor. A homeowner acting as the contractor must provide the homeowner registration form, proof of homestead exemption and government-issued photo identification. Do not publish those private documents on a contractor profile or send them to Fence Advisors. Submit them through the town's process. Flower Mound Fence and Wall Information Packet.

Applications use eTRAKiT. The packet requires a site plan showing the fence location and describes an acceptable plan as a survey or scaled drawing with lot dimensions, structures, building lines and easements, matching the recorded subdivision plat. A survey may be in the closing documents; the town packet also explains how to request a records search. Flower Mound Fence and Wall Information Packet.

  1. Resolve the scope and applicable fence or wall permit type.
  2. Obtain the survey or prepare a scaled plan consistent with the plat.
  3. Mark every proposed fence run, gate and affected wall/column location clearly.
  4. Add pier or foundation plans where applicable and confirm any engineered-design requirements.
  5. Have the correct applicant submit through the town's current eTRAKiT entry point and respond to review requests.
  6. Confirm required inspections before concealing work, then obtain the final inspection approval.

The packet includes pier, foundation and final inspection guidance. Which inspections apply depends on the approved work; a basic fence and a fence with engineered columns should not be scheduled as if they are identical. Flower Mound Fence and Wall Information Packet.

What does a Flower Mound fence permit cost?

The town's fee schedule, which lists ordinance 36-26 adopted September 21, 2026, shows $70 for a fence permit in Miscellaneous Fees. That is the listed permit charge, not an all-inclusive contractor price. The schedule separately identifies registration and inspection-related charges and notes that drainage fees may apply. Confirm the amount for the actual submission. Flower Mound Building Inspections fee schedule.

Do not confuse a contractor's administrative fee with the town's permit fee. Ask the quote to separate permit handling, government charges and any required engineering. We do not have a verified universal approval time; arrange the installation date around the actual review and inspection sequence.

Town approval and HOA approval are different

The packet explicitly says town approval does not authorize a violation of deed restrictions. Obtain the applicable HOA or architectural approval separately and keep it with the project records. Neither the HOA nor the town permit resolves a disputed boundary; use the appropriate survey and professional advice when the fence line is contested. Flower Mound Fence and Wall Information Packet.

Before-you-build checklist

  3. Mark the fence on a survey or scaled plan matching the recorded subdivision plat.
  4. Confirm height, sight lines, easements, street frontage and park/trail requirements.
  5. Have the registered contractor apply, or prepare the town's homeowner documents.
  6. Confirm the $70 listed fee, additional charges and inspection sequence before work.

Frequently Asked Questions

Do matching replacement pickets need a Flower Mound permit?

The packet exempts replacement pickets only when they match the existing material, size and height. Broader work is not covered by that stated exception. Describe any post, rail, gate or layout changes to the town. Flower Mound Fence and Wall Information Packet.

Can the homeowner pull the permit for a hired fence contractor?

The town packet says a contractor doing the work must apply and be registered. A homeowner acting as their own contractor follows a separate documentation path. Confirm the correct applicant before submitting. Flower Mound Fence and Wall Information Packet.

Is the $70 fee the whole cost of approval?

Not necessarily. It is the listed fence permit fee. Separate applicable charges and any required engineering or contractor administration are not included in that figure. Flower Mound Building Inspections fee schedule.
