Dallas, TX Fence Permits & Code: Height Rules and Checklist

By Fence Advisors·Updated

Dallas, TX / Fence permit planning

City of Dallas residential fence planning. General Chapter 51A rules are not parcel-specific approval; planned development, historic, conservation, pool and floodplain requirements need separate checks.

Sources and scope checked .

Dallas requires a fence permit above 4 feet in a front yard or above 6 feet elsewhere, according to its June 2026 checklist. Those are permit triggers, not permission to exceed zoning limits. The general required residential front-yard limit is 4 feet. Check the property's zoning, overlays and fence location before treating a design as allowed. Quick reference

QuestionSource-checked answer
Permit triggerDallas's fence checklist requires a permit above 4 feet in a front yard or above 6 feet in other locations. Other site-specific approvals can still apply below those thresholds. Dallas fence, pool barrier and retaining wall checklist
Height is a separate testSection 51A-4.602 generally limits a fence in a required yard to 9 feet and a required residential front-yard fence to 4 feet, except as provided by the code. A permit application does not itself authorize an exception. Dallas Development Code, section 51A-4.602
Solid front fencingFor single-family and duplex uses, fence panels less than 50% open may not be within 5 feet of the front lot line under section 51A-4.602(a)(3); the provision excludes retaining walls. Dallas Development Code, section 51A-4.602
Additional approvalsThe city checklist calls for a Certificate of Appropriateness in conservation and historic districts, flags floodplain approvals, and requires utility authorization for a fence proposed in an easement. Dallas fence, pool barrier and retaining wall checklist
Fee and timingUse the current city fee guide for the actual application. This guide does not verify a universal flat fence fee or promise a permit turnaround time. Dallas official permit fee guide and estimator

Is your property actually governed by Dallas?

Start with the street address and parcel, not the city written on the mailing address. Use the city's zoning resources to reach its current Map Hub and identify the zoning district and relevant overlays. The city describes layers for historic areas, conservation districts, planned land-use context and floodplains. Ask Planning & Development to resolve any ambiguity about the governing district before using a general fence rule. Dallas zoning resources and Map Hub.

A GIS boundary is a research aid, not a substitute for a survey establishing the fence line. Keep three records separate: the zoning information, the survey or plat, and any HOA or deed restrictions. Municipal permission does not settle a private boundary disagreement or replace an HOA decision.

Permit height versus permitted height

A 7-foot rear-yard fence crosses the checklist's 6-foot permit trigger. That does not mean it is prohibited: the general required-yard zoning cap is 9 feet, subject to the applicable code and property conditions. A 5-foot required front-yard fence also crosses a permit trigger, but it exceeds the usual 4-foot front-yard zoning limit. An ordinary application does not erase that limit. Dallas fence, pool barrier and retaining wall checklist; Dallas Development Code, section 51A-4.602.

The code provides exceptions and Board of Adjustment procedures. The city checklist specifically says fences above 9 feet require Board of Adjustment approval, a building permit and plans sealed by a licensed professional engineer. Treat that as a different approval path, not a taller version of a routine backyard replacement. Dallas fence, pool barrier and retaining wall checklist.

Height measurement also matters on sloping ground. Section 51A-4.602(a)(7) distinguishes front-yard measurements for single-family/duplex uses from side/rear-yard measurement and addresses altered grades. Show the actual grade on the fence elevation instead of assuming a nominal panel size answers the question. Dallas Development Code, section 51A-4.602.

Front-yard placement, easements and sight lines

For single-family and duplex uses, the code's less-than-50%-open panel restriction applies within 5 feet of the front lot line. That is a placement test in addition to height. The cited provision excludes retaining walls. Do not simplify it into a rule that every fence must be 5 feet off every property line. Dallas Development Code, section 51A-4.602.

The city's submission checklist asks for visibility triangles, driveways, alleys, curbs and fire lanes where applicable. A corner lot or driveway may need a sight-line check even when the fence is short enough to avoid the ordinary permit trigger. Ask the city which visibility geometry applies to your frontage; do not copy a triangle dimension from a different intersection type. Dallas fence, pool barrier and retaining wall checklist; Dallas Development Code, section 51A-4.602.

If the proposed fence enters an easement, the checklist calls for written authorization from the relevant utility. A neighbor's agreement or the location of an old fence is not that authorization. Firefighting access to side and rear yards must also be maintained. Dallas fence, pool barrier and retaining wall checklist.

What to submit through DallasNow

The city directs fence, pool-barrier and retaining-wall applicants to the Commercial/Residential Accessory Structures application in DallasNow. Assemble the documents for the actual permit type rather than submitting a fence-only sketch for a combined wall or pool project. Dallas fence, pool barrier and retaining wall checklist.

  1. Prepare a scaled site plan locating the fence, gates, easements, driveways, sidewalks, alleys and relevant access/visibility features.
  2. Obtain the plat. The checklist identifies the City Survey and Records Library at the Oak Cliff Municipal Center as a source for plat records.
  3. Add a fence elevation showing height, grade, material and panel openness.
  4. Include any required utility authorization and district-specific approval documents.
  5. Confirm the applicable fee and inspection requirements with Planning & Development before scheduling construction.

The official fee page links the current fee guide and estimator. Confirm the project-specific charge and review sequence; there is no verified flat fee or guaranteed approval time here. The fee page's early-collection change expressly concerns selected commercial records; do not assume every residential record follows it. Dallas official permit fee guide and estimator.

Cases that need a separate review

  • Historic or conservation property: the fence checklist calls for a Certificate of Appropriateness and supporting documents.
  • Floodplain: additional approvals may be necessary.
  • Pool barrier: submit barrier and gate details, including dimensions, clearances and latch information; a privacy fence is not automatically a compliant pool enclosure.
  • Retaining wall: the checklist requires an engineered plan with structural and drainage information.
  • Unusual materials: the checklist identifies prohibited materials and limited exceptions. Confirm the material before purchasing it.

These are screening questions, not a complete approval for any of those projects. Dallas fence, pool barrier and retaining wall checklist.

Before-you-build checklist

  1. Confirm Dallas jurisdiction, zoning and any historic, conservation or floodplain overlay.
  2. Mark fence and gate runs on a scaled site plan with lot lines, easements and access routes.
  3. Separate the permit height trigger from the zoning height and front-yard placement limits.
  4. Collect the plat and an elevation showing grade, height, materials and panel openness.
  5. Resolve utility consent, pool barriers, retaining walls and any special exception before work.
  6. Confirm DallasNow application type, current fees and required inspections with the city.

Keep the jurisdiction attached to every rule. The DFW fence permit comparison explains why nearby cities differ. A project in Flower Mound should use the Flower Mound replacement and permit guide, not Dallas's thresholds.

Frequently Asked Questions

Does a 6-foot backyard fence need a Dallas fence permit?

The checklist's ordinary height trigger is above 6 feet outside the front yard. That does not remove zoning, visibility, easement, pool, historic, conservation or floodplain obligations. Confirm the scope and site before relying on a height-based exemption. Dallas fence, pool barrier and retaining wall checklist.

Can I build a 5-foot fence in my front yard by getting a permit?

Not automatically. The general required residential front-yard zoning limit is 4 feet. A permit trigger and a zoning exception are different things; ask the city whether a specific exception or approval path applies. Dallas Development Code, section 51A-4.602.

Does replacing a fence in the same location settle the approval question?

No. The current checklist turns on the proposed fence and site conditions; it does not establish a blanket exemption for every same-location replacement. Verify the replacement's height, material, easements and zoning before starting. Dallas fence, pool barrier and retaining wall checklist.
