Rockwall, TX / Fence permit planning
Ordinary new-fence applications on existing residential lots inside Rockwall. The posted fence extract requires a permit for new work; repair rules do not establish a short-new-fence exemption. The complete currently amended UDC, numerical yard/height/measurement rules, repair exceptions and construction-code exemption interaction are not established here; the archive's February 3, 2020/ordinance 20-02 base does not establish complete later-law coverage. New subdivisions, PDs, screening/retaining walls, pools, powered gates and special-site conditions need their applicable review. This is not parcel approval, a design allowance or a blanket permit-free answer.
Sources and scope checked .
Rockwall's department-linked fence requirements call for a permit for new fence work. Use the city's current CityWorks Public Portal and the separately linked fee schedule: it lists $75 for a fence, not the older general application's $50 figure. Confirm the actual scope and required documents with Building Inspections before construction. Rockwall Fence Permit Requirements; Rockwall Building Inspections; Rockwall current separate permit fee schedule; Rockwall general permit application.
This is an ordinary new-fence application guide for existing residential lots, not a current numerical zoning chart or a repair-exemption answer. The current complete amended UDC was not retrieved, so no blanket yard maximum, grade formula or front-yard exception is supplied. The verified department requirement, fee, registration and CityWorks process still provide an actionable application core. Assign those tasks before comparing Rockwall fence contractors.

Start with the proposed new work and actual city
The official Fence Permit Requirements contain Article 08.01's new-work permit duty, separately from repairs to existing fences. A new fence does not become a repair merely because it is short, replaces a remembered boundary or uses familiar panels. This guide grants no repair-length, post-count or replacement exemption. Describe the work honestly and obtain the applicable city classification. Rockwall Fence Permit Requirements.
Confirm municipal jurisdiction, the district and any PD requirements through the Planning page's official resources. A postal address or a directory's county label does not establish the governing authority, and a public map is not a boundary survey. Keep public approval, the legal fence line, easements and private restrictions separate. Rockwall Planning and zoning resources.
The extract distinguishes existing/infill lots from new subdivisions. An ordinary new fence on an existing residential lot is not automatically a subdivision screening-wall project. Conversely, a PD or special approval may add requirements that a generic homeowner summary does not show. Identify those conditions before selecting material or a street-facing line. Rockwall Fence Permit Requirements.
Confirm the fence-specific packet rather than fill every building field
The city provides a general permit application that spans building, trade and area-based scopes. A fence-only project does not necessarily require every house or licensed-trade field on that form. Ask Building Inspections which fence record, online fields and supporting documents apply to the proposed work. Rockwall general permit application.
Useful preparation includes the proposed line, length, complete height, material, gates and known survey/plat or easement information. Flag streets, drainage, grading changes, pool-barrier use, retaining construction and powered equipment. These are planning inputs, not a mandatory document list or a requirement for a new survey or engineer on every job.
Numerical design rules remain outside this answer. The extract is official-linked, but it is undated and was not reconciled against the complete currently amended UDC. The Planning archive identifies a February 3, 2020 base ordinance, not complete incorporation of later amendments. An extracted height or setback is therefore not unconditional present-day permission. Obtain the applicable current requirements through the city's review. Rockwall Fence Permit Requirements; Rockwall Planning and zoning resources.
This limitation does not authorize ignoring visibility or other safety requirements. A pool barrier, powered gate, retaining wall or fence used as required screening has additional questions beyond an ordinary boundary fence. No opening, latch, footing, gate-operation or sight-triangle design is supplied here.
Use the separate current fee schedule
The department's separate Permit Fee Schedule, headed Resolution 26-09, lists $75 for a fence and $125 for a screening wall. Those are different categories. Do not add both automatically or assume that calling a wall a fence changes its classification. The schedule establishes no precise passage/effective day or all-in final invoice. Rockwall current separate permit fee schedule.
The general application has an attached older schedule listing $50 for fences and other older figures. That explains the conflicting price a homeowner may find in a saved packet. For this guide, the separately linked current schedule controls the listed budget figure; the older packet is not current fee authority. Confirm the actual invoice and any additional project scope with Building Inspections. Rockwall general permit application; Rockwall current separate permit fee schedule.
The current schedule also lists $100 for one year of fence-contractor registration. That is a business-registration category, not the permit for one fence. Check whether the hired contractor already has current registration before assuming a fresh registration charge belongs in the project invoice. Do not add every review or trade charge on the schedule to an ordinary fence. Rockwall current separate permit fee schedule.
Registration and project review use CityWorks
The actual contractor registration instructions direct first-time and renewal records through CityWorks, using New Application as instructed. Different trades have different credentials; a sign erector's insurance or a licensed trade's documentation is not established as a universal fence-contractor requirement. Rockwall contractor registration requirements.
For the project, follow Building Inspections to the current CityWorks Public Portal. Department instructions describe applications, review, fees, issued plans and inspections there. Do not substitute MGO/CSS or follow the old inspection URL printed in the general application; confirm the actual application fields and required attachments with the department. Rockwall Building Inspections; Rockwall CityWorks Public Portal.
Complete the actual required submission, respond to correction requests, confirm payment and obtain the issued approval before construction. A draft, uploaded attachment or fee payment is not an issued permit. Build to the approved scope and use the current instructions for the inspections assigned to the project.
The department's scheduling instruction calls for requests by 7:30 p.m. the day before the requested inspection day, subject to availability and without a guaranteed specific time. This is not an application-review deadline, same-day approval promise or universal inspection count. Keep the issued permit, approved documents and completed inspection records with the contract.
