Garland, TX / Fence permit planning
Ordinary new residential fence installation in the City of Garland where no fence previously existed, not a replacement-exemption guide. The October 2026 fee ordinance and department page support the stated current charge rather than the older fee snapshot; this is not an exhaustive later-construction-ordinance check. GDC 4.101(B) replacement conditions, broader departmental corner-lot wording and the Chapter 30 permit interaction remain unresolved and excluded. Front-height endpoints follow the adopted strict less-than text, not the department's up-to shorthand. Corner visibility, pool-barrier design, retaining construction, electrical gates, special zoning/PD, easements and variance applications need applicable review; this guide is not parcel or engineering approval.

In Garland, a new residential fence where no fence previously existed requires a permit. Start with the city's fence application and a property survey or its scaled-drawing alternative. The posted residential charge is $150, excluding gate electrical, plus a non-refundable 4.5% technology/equipment surcharge; that is not an all-project invoice. This guide is for new installations, not an unresolved replacement exemption. Garland Fence permit instructions; Garland Development Code Article 8; Garland enacted fee ordinance 7695
Confirm the property is under City of Garland authority before using Garland fence contractors to price the work. Postal names and county boundaries are not enough. Check zoning, planned-development conditions, actual property lines, easements and private restrictions. The official My Garland map is useful for investigation but expressly approximate and not an on-the-ground survey. Official My Garland public map
Scope: new work, not a repaired-fence exemption
The new-work answer is supported by both GDC 4.101's starting permit duty and the department's explicit new-installation instruction. The disputed replacement provisions do not grant an exemption for a short new fence or a new line simply because its material resembles an old neighboring fence. Garland Development Code Article 8; Garland Fence permit instructions
Replacement advice remains excluded. GDC 4.101(B) has four conditions, while the department uses broader corner-lot wording. Chapter 30 and the local residential amendments also need reconciliation before a replacement can be called permit-free. We have not resolved that interaction, chosen a precedence rule or imported a generic model-code fence-height exemption. Ask Building Inspection for the controlling determination if the project is actually repair or replacement. Quick reference
| Question | Source-checked answer |
|---|---|
| New fence permit | A permit is required for a new Garland fence where none previously existed. GDC 4.101 starts with a permit requirement; its replacement exception is not a new-fence exemption. Garland Fence permit instructions; Garland Development Code Article 8 |
| Current posted fee | The live department page lists $150 for residential fencing, excluding electrical for gates, plus a non-refundable 4.5% technology/equipment surcharge. Ordinance 7695's October 1, 2026 schedule corroborates the category and surcharge, not a universal all-in total. Garland Fence permit instructions; Garland enacted fee ordinance 7695 |
| Application drawing | The city prefers a property survey and allows a scaled-drawing alternative at one inch to twenty feet. Show the lot, dwelling, accessory buildings, distances to property lines, proposed fence and gates; the drawing does not establish ownership or approve encroachment. Garland Fence permit instructions; Garland fence permit application |
| Front-height endpoints | The retained adopted text uses less than 3.5 feet for qualifying wood/ornamental-metal front fencing with specified openings, and less than 2.5 feet for qualifying masonry. The department's up-to wording does not establish permission at exactly those endpoints. Garland Development Code Article 8; Garland Fence permit instructions |
| Location and visibility | Engineering approval is required for the GDC's otherwise prohibited utility/drainage-easement placement. No fence may occupy a required visibility area or have a gate swing into public right-of-way. Obtain the actual corner layout from Building Inspection; no universal clip is supplied here. Garland Development Code Article 8; Garland Fence permit instructions |
| Inspections | The January 2025 application calls for inspection before piers are poured and after completion for fences requiring piers; other fences need completion inspection. Follow the issued project's instructions rather than assume two inspections for every fence. Garland fence permit application |
| Replacement questions excluded | The GDC replacement exception, department's broader corner-lot wording and Chapter 30 interaction remain unresolved for replacement work. This guide offers no repair/no-permit promise, precedence ruling, complete pool design or automatic variance. Prepare the application around the actual fence line
Use the current application linked from the city's Fence page. The form requests project and fence information, including material, height, gates, pool/corner conditions and wall-related scope. A checkbox for a commercial or special material is not permission to use that material in a residential yard. Submit an accurate description of the whole job rather than separate a difficult section from the application drawing. Garland fence permit application
The department prefers the property survey, which normally identifies the lot, dwelling, accessory structures and distances to property lines. It also describes an alternative drawing at one inch to twenty feet when a survey is unavailable. Mark every proposed fence run and gate. Where a record does not settle the real boundary, resolve that before treating the drawing as a construction line. Garland Fence permit instructions
Keep the approved layout and the contract consistent. Describe who prepares the application, obtains any Engineering decision, pays assessed charges and requests inspections. A quote for panels alone leaves those responsibilities undefined. The application does not settle a boundary or provide engineered construction details.
Check front yards and streets before selecting a product
Garland's adopted front-yard text is stricter at its endpoints than the department summary. Qualifying wood or ornamental-metal fencing must be less than 3.5 feet, with the specified vertical and horizontal openings; qualifying brick/masonry fencing must be less than 2.5 feet, excluding cinder block. Do not silently change "less than" to "up to" or assume an exactly-at-the-limit product is approved. Garland Development Code Article 8
The general residential cap in 4.106 is eight feet, but front-yard, visibility, grade and property-specific conditions still apply. The measurement rule uses applicant-side adjacent grade and has a retaining-wall qualification. That is not permission to build a retaining structure, alter drainage or bypass a lower front-yard standard. Give staff the actual grades and combined wall/fence scope where relevant. Garland Development Code Article 8
For corner locations, Building Inspection provides the specific visibility-clip requirements. This article supplies no generic triangle dimensions and does not treat the old 2008 handout as current design approval. Gates cannot swing into a public street or alley right-of-way. Show the driveway, street, alley and proposed gate movement on the drawing, then resolve the layout before construction. Garland Fence permit instructions; Garland Development Code Article 8
Easements and special components have separate decisions
Under 4.103(C), utility/drainage-easement fencing is prohibited unless Engineering specifically approves it. Approved installations have additional conditions; an ordinary fence permit is not a substitute for that approval or another rights holder's requirements. Do not take the existing neighbor fence or an approximate map as proof that an easement is clear. Garland Development Code Article 8
A pool barrier, retaining wall, powered gate or special zoning condition can change the required review. Keep those components explicit at intake. This guide does not supply a complete pool-barrier design, structural wind design or variance-filing service. The GDC's hardship provision is limited to specified sections and is discretionary; an application is not a promise of relief. Garland Development Code Article 8
Fees, filing and inspections
On the review date, the department page lists $150 for residential fencing, excludes gate electrical and adds the 4.5% non-refundable technology/equipment surcharge. The existing enacted ordinance independently corroborates the miscellaneous-residential category and surcharge effective October 1, 2026. The fence page supplies the category assignment. Confirm the actual invoice rather than assume an all-in amount or reuse the old packet's fee. Garland Fence permit instructions; Garland enacted fee ordinance 7695
Follow the official fence entry and confirm accepted filing arrangements with Building Inspection. The form's contact information is useful for questions; it does not establish that email is the only or universally accepted application route. An application, payment or mapped layout is not an issued approval. No review-turnaround promise is supported here. Garland fence permit application; Garland Fence permit instructions
The January 2025 form distinguishes fences requiring piers from other fencing: applicable piers need inspection before pouring, followed by completion inspection, while other fences need completion inspection. Follow the issued permit's actual requirements, keep work available at the required stage and retain the final record. Do not turn that instruction into a generic two-inspection schedule for every fence. Garland fence permit application
Before-you-build checklist
- Confirm incorporated Garland jurisdiction, zoning/PD and actual property lines; public maps are approximate, not boundary surveys.
- Describe a genuinely new fence line and identify materials, full height, gates and any pool, retaining, electrical or street-corner component.
- Prepare the property survey or city's scaled-drawing alternative with structures, boundaries, distances, easements and proposed fence/gates.
- Resolve front-height endpoints, visibility, street/alley frontage and Engineering/easement restrictions before ordering materials.

For a Rockwall property, use the Rockwall new-fence application guide. Its approval system and fees differ; proximity does not transfer Garland's rules to another city.
After defining the permitted scope, compare Garland contractors and Garland suppliers. For another location, use the Texas contractor directory, Texas supplier directory or national directory. The DFW permit guide and national permit navigator connect the geographic context without making neighboring rules Garland law.
Irving's guide is a published same-state jurisdiction alternative, not an exemption for Garland. Keep pricing in the separate Texas cost guide, and organize ownership/contract questions with the setback and easement guide and buyer checklist.
