Richardson, TX / Fence permit planning
Ordinary new residential fences strictly above 2.5 feet in incorporated Richardson. The department guidance and selected city extract agree above that endpoint, but exactly 2.5 feet remains unresolved because the department says at least and section 6-201 says over; no exemption at or below the threshold, replacement denominator or aggregation period is established. Adopted Ordinance 4464 permit/pool amendments and October 2026 fees inform the guide, but complete current Article IV and enacted numerical yard-height provisions remain unverified. Numerical design, visibility and maintenance formulas are omitted. Pools, retaining work, powered gates, front yards, PD/overlays, easements and private boundaries need applicable review; this guide grants no parcel, diagram or engineering approval.
Sources and scope checked .
A new residential fence strictly above 2.5 feet in Richardson requires a permit. Both the current department instructions and the selected city code extract support that scope. Use the fence-specific application and drawing, submit by the city's current email/mail/delivery route, and obtain an approved, posted permit before work. The residential fee schedule effective October 1, 2026 lists $75, separate from applicable contractor registration and other scope. Exactly 2.5 feet is unresolved: the department says at least that height, while selected section 6-201 says over. We do not advertise either exactly 2.5 feet or shorter work as permit-free. Front-yard and special-project approvals can apply independently. This guide covers new fences above that endpoint, not every possible exemption. Confirm the property is governed by the City of Richardson, not simply a postal address or a contractor's coverage area. Its GIS and zoning resources identify map information, but do not settle a boundary or establish parcel-specific PD approval. Use the Richardson fence contractor directory for the separate hiring task. Richardson GIS and zoning-map resources; Richardson current zoning ordinance directory.
Quick reference
| Question | Source-checked answer |
|---|---|
| New fences above the disputed endpoint | A new residential fence strictly above 2.5 feet requires a permit under both the current department instructions and selected city code extract. Exactly 2.5 feet remains unresolved; this guide does not promise an exemption at or below that endpoint. Richardson current Fence Construction instructions; Richardson city-hosted selected fence-code reproduction |
| Replacement is a separate question | The department lists replacement of 25% or more, but the reviewed extract does not establish the denominator or aggregation period. No perimeter, side, panel-count or less-than-25% exemption is inferred; describe existing-fence work for city review. Richardson current Fence Construction instructions; Richardson city-hosted selected fence-code reproduction |
| Actual application and sketch | Use the fence-specific application with applicant/contractor information, lot type, pool/spa, material, height and through-vision information. Sketch the house, street/alley, property lines and proposed fence sections. Its valuation note says disclosure is not required to obtain the permit or used to calculate its fee. Richardson fence-specific application |
| Submission route | The current fence page accepts email to permits@cor.gov, mail or hand delivery to Building Inspection. The separate online purchase service is for specified miscellaneous trades; applications requiring plans cannot be obtained through that route. Richardson current Fence Construction instructions; Richardson Online Permits: limited purchase scope |
| Residential fee and registration | The schedule effective October 1, 2026 lists the residential fence permit at $75. Contractor registration is separately $100 and valid one year after approval; confirm current registration rather than add a new annual charge to every fence job. Other project scope can differ. Richardson October 2026 permit fee schedule; Richardson contractor registration instructions |
| Before work and completion | The fence permit must be approved and posted before work. Fence contractors must be registered, and the application commits to requesting completion inspection. Any front-yard fence also needs Building Official approval; no numerical front-yard entitlement is certified here. Keep the verified new-fence scope separate from replacement
The department also lists new or extended fence lines and pool enclosures as permit situations. The selected extract reproduces only parts of the fence article, and the complete current codified body remains unavailable in the reviewed evidence. The above-endpoint new-fence answer is supported without claiming that every omitted provision has been consolidated or every exception resolved. Richardson current Fence Construction instructions; Richardson city-hosted selected fence-code reproduction.
Richardson's adopted Ordinance 4464 provides another reason not to import a generic model-code exemption: its residential permit amendments delete Building items 2-5, including the model fence exemption. The ordinance passed April 24, 2023 and takes effect after the specified passage/publication requirements; an exact publication date is not established here. Richardson enacted construction-code Ordinance 4464; Richardson official adopted-code entry.
For existing fencing, the department's 25 percent instruction does not tell us whether the denominator is the entire perimeter, one side or a particular section, or what aggregation period applies. Those details remain unknown. Do not infer that anything below that percentage is exempt, or count posts and pickets using a formula from another city. Describe each retained and replaced run and obtain the actual project determination. Richardson current Fence Construction instructions; Richardson city-hosted selected fence-code reproduction.
Complete the fence-specific application
The city links a one-page Fence Permit Application, not a full house-construction packet. It asks for the owner, applicant and contractor information; interior or corner lot; pool/spa context; through-vision percentage; material and height. The sketch instructions identify the house, street or alley, property lines and the proposed fence sections. Keep those details consistent with the contractor's written scope. Richardson fence-specific application; Richardson official PDF forms entry.
The form's valuation note is important: disclosure is not a condition of obtaining the fence permit and is not used to calculate its fee. We do not convert valuation into a mandatory checklist item. Similarly, an unfilled no-charge checkbox does not establish a general free-fence permit category.
Use a legible drawing and label the proposed work clearly. If a property line is disputed, resolve it using the appropriate evidence before construction; a permit sketch is not a title decision. The application's sample graphic has not been verified as technical visibility guidance; obtain the applicable city requirements rather than use it as a construction diagram. Richardson fence-specific application.
Use the real submission route
The current fence page lists email to permits@cor.gov, mail or hand delivery to Building Inspection at 2360 Campbell Creek Boulevard, Suite 550, Richardson, TX 75082. Check the current page before sending, because offices and contacts can change. Richardson current Fence Construction instructions.
Do not mistake the separate Purchase a Permit service for a fully online fence checkout. Richardson's Online Permits page limits that purchase route to specified electrical, plumbing, gas and mechanical repairs or replacements and states that applications requiring plans cannot be obtained online. Status and inspection links are separate services. The commercial express-review advertisement is not a residential fence turnaround guarantee. Richardson Online Permits: limited purchase scope.
Assign who submits, answers comments, pays assessed fees and obtains the issued permit. Retain the accepted drawing and correspondence so the installer works from the reviewed scope, not an earlier estimate. A sent email or a payment receipt alone is not approval to start.
Registration, fee and completion
The adopted fee schedule effective October 1, 2026 lists Residential Fence: $75; its commercial fence row is separately $125. These are not interchangeable classifications. Pool, retaining, trade work and other applicable scope may carry separate charges, so confirm the actual assessment rather than promise an all-in total. Richardson October 2026 permit fee schedule.
The current contractor-registration page requires registration before issuance and lists $100, valid for one year from registration after approval. Existing valid registration is not another hundred-dollar fee on every job. Verify that the chosen contractor meets the city requirement; no owner-applicant exemption is established here. Richardson contractor registration instructions.
The department requires the approved fence permit to be posted before construction, and the application commits the applicant to requesting completion inspection. Follow the issued record's inspection instructions and keep final results. Arrange utility locating before excavation. No universal inspection count, available appointment or guaranteed approval time is asserted. Richardson current Fence Construction instructions; Richardson fence-specific application.
Design decisions this application guide does not approve
Any front-yard fencing needs Building Official approval under the current department instructions. This guide does not publish the webpage's numerical front/rear summaries as a complete current enacted height table, substitute a generic setback line for the house-front-wall reference, or supply a universal sight triangle. Submit the actual placement for review. Richardson current Fence Construction instructions; Richardson current zoning ordinance directory.
The department also says to establish property lines, keep fencing off public property and prevent gates from swinging into the alley easement. Identify easement and agency-consent questions before construction; the selected older extract is not blanket permission to occupy an easement. Richardson current Fence Construction instructions; Richardson city-hosted selected fence-code reproduction.
Pool barriers, retaining work, powered gates, PD/overlay sites and unusual grades need their applicable requirements. The adopted pool amendment references local section 6-212. Do not use old barrier-repair wording or a short latch/opening summary as a complete current pool design, and do not remove required protection based on an ordinary-fence assumption. The department's maintenance percentage and degree parenthetical do not establish a verified equivalent measurement method here. Richardson enacted construction-code Ordinance 4464.
