McKinney, TX / Fence permit planning
Ordinary new residential fence application planning in incorporated McKinney, based on Building Inspections instructions, not a complete enacted-zoning or repair-exemption guide. Planning identifies March 3, 2026 UDC Article 7, but its substantive current text remains unverified; November 2022 Article 6 is not used as current law. Numerical front/rear limits, measurement, visibility geometry and unconditional repair/replacement exemptions are omitted. Department notices identify 2024 International Codes effective October 1, 2025, but the applicable local amendments could not be verified. Pools, retaining work, historic/PD, drainage, easements and powered gates need applicable review; this guide does not approve a parcel or provide engineering.
Sources and scope checked .
A new residential fence in McKinney requires a city permit under the current Building Inspections instructions. Prepare the site drawing described below and use Citizen Self Service, or CSS. The posted residential fence fee is $30, not a verified all-in project charge. This guide is for a new fence; it does not certify a repair exemption or supply a complete current zoning height table. McKinney current residential Fence Permits instructions; McKinney city-linked building fee schedule.
First establish that the property is governed by the City of McKinney, not simply served by a McKinney mailing address. City limits, ETJ, MUD and zoning boundaries answer different questions. The official map resources help identify context, but do not establish a disputed property line. For hiring, use the McKinney fence contractor directory; use this guide to prepare the approval scope. Quick reference
| Question | Source-checked answer |
|---|---|
| New-fence permit | McKinney's current residential instructions require a permit when there is no existing fence. This guide addresses that new-fence application, not an unconditional repair or replacement exemption. McKinney current residential Fence Permits instructions |
| Site-plan information | The city accepts a survey or hand drawing uploaded to CSS showing property lines, fence location, height, material, builder and house. Acceptance of a sketch for submission does not establish a disputed legal boundary. McKinney current residential Fence Permits instructions |
| Posted residential fee | The fence page and city-linked schedule both list $30 for a residential fence permit. The schedule's effective/revision date and additional project charges were not established; confirm the actual city invoice rather than promise an all-in price. McKinney current residential Fence Permits instructions; McKinney city-linked building fee schedule |
| Contractor account | The General Contractor instructions say there is no contractor-registration fee or form and direct the GC to open a CSS account. Licensed trades have separate registration and signature requirements; do not add a neighboring city's fence-contractor fee. McKinney contractor account and licensing instructions |
| Maps and historic review | Use the official zoning/development and historic resources to check municipal limits, zoning and overlay context. Planning says a COA is typically required before exterior work and permit issuance in the Historic Overlay; obtain the project determination rather than rely on a postal address. McKinney Planning maps, historic review and invoice warning; McKinney official Zoning and Development map entry; McKinney historic preservation applications |
| Legitimate invoice and approval | Planning warns that legitimate invoices are issued and accessible through CSS and that the city does not require a separate Application Approval Fee. A payment demand or successful upload is not an issued fence approval; confirm the record and required inspections. Start with the new-fence application, not a repair assumption
The city's fence page directly addresses a property with no existing fence. That is the verified core of this guide. Its separate discussion of existing fencing should not be turned into a universal exemption covering unusual nonconforming work, a pool enclosure or a changed project. Describe existing work separately and ask Building Inspections to determine its approval scope. McKinney current residential Fence Permits instructions.
For an estimate, distinguish each new run from any retained or removed section. Note whether the project adds gates, changes a boundary alignment, incorporates retaining work or serves as required pool protection. No replacement percentage is established here. A contractor should be able to explain which work the proposed application covers and who will handle comments and completion records.
Prepare the city's listed location drawing
McKinney accepts either a survey or a hand drawing for the site-plan submission. The required information identifies the property lines, fence location, height, material, builder and house. Upload it through CSS. A readable plan that distinguishes the proposed runs from existing improvements is more useful than an unmarked survey or an isolated product photograph. McKinney current residential Fence Permits instructions.
Use the actual property information you have. If the boundary or an easement is disputed, the city's acceptance of a drawing for intake does not settle that private question. Identify the uncertainty before posts are set. Show gates and relevant streets, access points and known site constraints as practical supporting information; this additional planning advice is not a claim that every item is a mandatory field in a logged-in application.
Keep the same scope and dimensions in the quote, plan and submission. When review changes the design, make sure the contractor prices the approved version. A product order should not lock in a fence line or height before the applicable approvals are known.
Use CSS and assign the applicant responsibilities
Start with the official CSS entry, also linked from the residential fence page. The city's fence page links CSS for the application, with invoice and inspection functions in the public portal instructions. If the short link fails to redirect, use the current link on the fence page or ask Building Inspections for access. McKinney official Citizen Self Service entry.
McKinney's dedicated General Contractor instructions say contractor registration is not required for that category, with no registration fee or form; the GC instead establishes a CSS account. Do not confuse this with licensed electrical, plumbing or mechanical work, which has separate registration and signature requirements. A powered gate or other trade work should be identified rather than silently included in an ordinary fence-only approval. McKinney contractor account and licensing instructions.
Decide in writing who is the applicant, who uploads revisions and who checks the issued record. Avoid treating a contractor's account registration as approval of the fence itself. Keep the city's review correspondence and the accepted drawing together with the contract.
Confirm design controls without copying the old code
Planning's UDC directory identifies a March 3, 2026 version with Article 7: Fences, while an older Building Inspections link supplied a November 2022 Article 6. We do not use that older article as current law. The current Article 7 body and its complete height, measurement, visibility and exception provisions were not accessible in the reviewed evidence. McKinney current UDC directory and source limitation.
Accordingly, this guide publishes no numerical front- or rear-yard allowance and no universal visibility triangle. Have the city confirm the applicable limits for the submitted line, material and site. This limitation does not undo the current department's explicit new-fence permit duty or the accepted application information; it prevents the application guide from becoming unsupported design permission.
The current construction-code notices separately identify the 2024 International Code changes as effective October 1, 2025. A model-code short-fence exemption should not be imported as McKinney's answer because the applicable local amendments could not be verified. McKinney current construction-code notices.
Planning's working zoning/development resources help identify zoning and historic context. Its separate Where can I build that tool is marked offline, so use the linked resources or contact staff instead. Planning says a Certificate of Appropriateness is typically required before exterior work and permit issuance within the Historic Overlay. The historic resources page provides the COA application and map; staff determines whether the actual project needs it. McKinney Planning maps, historic review and invoice warning; McKinney historic preservation applications.
Pool barriers, retaining structures, easements, drainage and powered gates need their applicable review. HOA or deed consent is separate from city approval. Do not remove required pool protection, assume access rights over an easement or copy a wall foundation design from an ordinary fence article.
Budget the posted fee and verify the real invoice
The existing five-page city-linked fee document corroborates the residential fence amount on the department page. Its reliable internal effective/revision date was not established. Confirm the actual assessment, especially if the scope includes a wall, pool, trade work or other approval. No complete project total or fixed turnaround is promised. McKinney city-linked building fee schedule.
Planning warns of fraudulent invoices and states that legitimate invoices are issued and accessible through CSS. It also says the city does not require a separate Application Approval Fee. Check an unexpected payment request with the city instead of paying a third-party message. Obtain required issuance before work, arrange utility locating before excavation and follow the inspections assigned to the issued permit; no universal fence inspection count is asserted here.
