Allen, TX / Fence permit planning

Ordinary new residential fence application planning in incorporated Allen. Ordinance 4230-7-26, adopted July 28, 2026, replaces the residential Building exemption list, and city guidance applies the new construction cycle from September 26, 2026 without a general model-code fence-height exemption in that list. Complete current ALDC 7.07, front-yard/corner permission and ordinary repair exceptions remain unverified, so no numerical zoning entitlement or blanket repair exemption is supplied. The June 2026 guideline and accompanying gate sheets predate that transition and are guidance, not complete current zoning law. Pools, retaining work, powered gates, floodplain, easements, PD/Downtown and private-boundary questions need applicable review; this guide is not engineering or parcel approval.

For a new ordinary residential fence in Allen, obtain a city permit through Citizen Self-Service (CSS) before starting work. Allen's adopted residential Building exemption list does not preserve a general model-code fence-height exemption. The current-linked schedule lists a $75 residential fence fee, with other applicable charges separate. This guide covers new-fence application planning, not an unverified repair exception or complete current front-yard design rule. Confirm the City of Allen is the responsible authority. Its CSS FAQ links a city-limit and zoning map to help distinguish city limits, ETJ and outside territory. A mailing address, map line or contractor's service area is not a boundary survey or individual zoning determination. Use the current construction-code requirements

Ordinance 4230-7-26, adopted July 28, 2026, replaces the construction-code article. The city's adoption guidance applies the new cycle from September 26, 2026 for the applicable applications. Its amended R105.2 Building list has seven entries, without a general fence-height exemption. The current Residential Services page reproduces that list. Do not borrow a short-fence exemption from an unamended model code or mistake the separate residential-pole provision for a fence exemption. Allen adopted construction-code Ordinance 4230-7-26; Allen current adopted-code entry.

That conclusion addresses a new ordinary fence. It does not establish the scope of every repair exception elsewhere in the code. No picket/post allowance, replacement percentage, linear-foot threshold or aggregation period is published here. If the contract includes existing-fence work, describe those components and obtain the city's determination instead of relabeling replacement as maintenance.

Prepare for the actual CSS fence category

Allen's current CSS guidance requires online applications and links the application tutorial. Begin with the official city CSS instructions and current forms directory. Use the applicable fence category and its document requirements; do not substitute an entire new-house or commercial construction packet. Allen current CSS instructions and FAQs; Allen current forms and fence category.

Prepare a legible location sketch or survey with the house, proposed fence runs, gates, heights, materials and known property/easement lines. Show nearby streets, alleys, driveways and grade or drainage concerns that affect the proposal. This is useful preparation advice, not a claim that every item is an authenticated mandatory portal field. Supply the specific attachments the city requests for the actual scope.

The tutorial explains permit-type selection, address entry, attachment cards, PDF uploads, review and submission. A draft is not submitted, and a successful upload is not issuance. Allen CSS application tutorial.

Assign the applicant, billing and revision responsibilities in the contractor's scope. The city identifies the original applicant as the initial billing contact; additional contacts need their own CSS registration. Use the city's instructions to manage access rather than assume an owner's name in a quote automatically gives them invoice access. Allen current CSS instructions and FAQs.

Separate homeowner work from covered contractor registration

Residential Services directs homeowners doing their own work to complete the Homeowner's Affidavit. The adopted ordinance also has registration exemptions for specified people working on their own or leased property and certain employees. Those exemptions do not waive otherwise required permits, trade licenses or applicable fees. Do not import another city's homestead or residency conditions into Allen. Allen current Residential Services; Allen adopted construction-code Ordinance 4230-7-26.

For covered contractors, the current general schedule separately lists $50 annual registration. That is not a fresh fifty-dollar charge on every homeowner fence, and a contractor already registered may not owe a new registration merely for this job. Ask how applicable registration, special scope and reinspection charges are handled in the contract. Allen current city fee schedule.

Treat the June guideline as guidance, not complete current zoning law

The linked June 2026 Residential Fence Guideline predates the new construction-code transition. It provides useful side/rear, material, drainage and gate guidance, but the current complete ALDC 7.07 and front-yard/corner provisions remain unavailable in the reviewed evidence. This guide therefore publishes no numerical zoning height or front-yard entitlement. Obtain the applicable city determination for the proposed line and design. Allen current-linked residential fence guideline and gate sheets; Allen Planning regulations and map resources.

Do not turn the guideline's abbreviated bottom-gap sentence into permission for every easement. Its fuller text requires Engineering permission and describes a narrow customary lot-line drainage-easement situation. Identify the actual easement and obtain the applicable determination. It also prohibits floodplain fences and drainage obstruction; do not infer floodplain permission from another municipality. No footing, retaining-wall, visibility-triangle or drainage engineering specification is supplied here. Allen current-linked residential fence guideline and gate sheets.

Planning identifies PD and Downtown requirements and cautions about reliance on maps. Check those conditions when applicable without requiring every ordinary homeowner to commission a full parcel-engineering study merely to prepare an application. Private HOA/deed approval remains separate from the city review. Allen Planning regulations and map resources.

Rear-driveway gates need a bin-access layout

For a sliding gate across a rear-entry driveway, the guideline requires applicants to identify one of the two supplied trash-bin pickup options. Those Engineering sheets are dated March 2014 and revised March 2021, despite the newer cover date. Their different bin arrangements, gate lines, alley pavement and property references are not interchangeable. Submit the applicable city option for review rather than copy a typical alley dimension as a universal setback. Allen current-linked residential fence guideline and gate sheets.

Pool barriers and powered-gate equipment require their applicable safety and electrical review. Bin access is not permission to leave a required pool barrier open, and the older guideline's latch shorthand is not a complete current pool design.

Confirm the fee and finish the issued permit

Both city-linked schedules list $75 for a residential fence. The general schedule is last updated June 10, 2026 through Resolution 4218-5-26(R); that revision does not establish a September or October fee-effective date. Confirm the actual invoice for the described project, including any additional scope. No all-in cost or guaranteed review time is promised. Allen current city fee schedule.

CSS provides invoices and review comments, and the permit is printable after approval and release for issuance. Residential Services says the project-specific inspection codes are on the permit. Schedule those inspections through CSS and retain the results; no universal count is imposed here. Arrange Texas 811 before excavation, and do not treat payment or a saved application as permission to begin work. Allen current CSS instructions and FAQs; Allen current Residential Services.
